Level requirement: When TC level reaches lv31, Most-wanted feature will be added to the quest panel.
Capture cost：MCU and soldier(doesn’t cost battle CD)
Most-wanted refresh：Refresh CD is 3 hours
Capture limits：The capture limit of most-wanted is random with 5 at max. The whole server shares this.(It doesn’t count into the limit if the capture is not successful)
Capture reward：100% RP，chances to win silver and honor (click Mail to see the rewards)
Details：
1. Players will be classified into 4 groups according to their levels and those with hostility higher than AGRESSIVE will be randomly chosen as the most-wanted of opposing nations. Four groups are as follows：
2. Each most-wanted can be captured once only until next refresh.
3. A capture will be announced to the whole server.
4. Most-wanted player won’t be protected by protection CD
