No what he means is that YOU decide what ist junk and not everyone else. If I want to craft an UltraShot and have a few parts multiple times than these are junk but the other ones aren’t. So basicly you can’t effectively decide what is junk and what isn’t. And btw it is not so much to ask for to say what is behind which code, or is it?
