What are the times when a player receives free attacks? Farm seizing, domain capturing, etc.

I don’t know where to put this so I guess here. I have been trying to run low legions and there is NEVER anyone available. High players get nothing out of running low legions so they don’t want to waste their bugles for nothing in return and its a pain to go back in war maps which I understand. I wouldn’t want to use my bugles to get nothing when I would want better gear and stuff myself. So why not add mercenaries(computer players) to legions so that you can pay a small amount of gold to have mercenaries fight in the legion with you? Just an idea.
