Affirmitive action, why?

One thing that always puzzled me regarding affirmitive action is that it offers benefits to minority groups that are generally lower income.

But why give aid to the minority groups when you can just offer to low income people in general? A low income family is a low income family regardless of race, religion, sex, etc.

This is more of a question I’ll admit, but it’s always puzzled me.

My quick guess: AF is the bastard child of The Civil Rights Act.
It’s initial intent was to ensure that while minorities couldn’t be BASICALLY discriminated against in GENERAL in the company’s hiring procedure,,,,
AF went further in ensuring that an equitable, society-reflective workforce was demonstrated by the company.
