Actually, don't upgrade lethality at first, because every infected person will die and you can't infect more.

1.Upgrade Infectivity to 4. 2. Spread virus. 3. Infect the airplanes. 4. Repeat 2-3 until all countries are infected. 5. Upgrade Lethality until all countries are dead. Note: If cure is at 3-4, attack it IF all countries are infected.
