I got the badge by just turning all the lights on and keeping on chanting to myself that no car will collide... i guess it really works!

The lights need a secondary control scheme. Like using the number keys to quickly turn lights off and on. I can press number keys much faster than I can move a touchpad-controlled pointer and then click.

I find lvl 19 and 20 far to random, 19 the problem is the uncontrolled center it's absurdly unrealistic. and on 20 the 2 rightmost lights have to be left green the whole time or traffic backs up far far to fast, I passed both levels by leaving all lights green and just trying over and over till luck won through.

For the last level, couldn't find another way than leaving the two right-most lights always green and rely on luck...

Seriously, your best bet for level 20 is just switching all of them on, laugh at the wreckage for 10 rounds, and then win.

For level 20 after some loses, I put only middle light on green and switch for the others and it worked! (with some loses that said)

Worst game i have played in a while the only reason i spent all this time on it was because i wanted the kongpanion this week. (which happened to be the second badge so it took forever)

The cars get faster each level on level 8 there was 3 stop signs . I always do 2 stop signs green then when i make them red again 3 secs later car rams into another car i mean i made the stop sign red . how the heck was there an accident .

This gets 1 star. Level 19 I kept all lights green for the entire round. On two occasions I ran out of time, very poor design on that level. There is the tag "Time Management" associated with the game, I think the Dev needs to look into that as well.
Level 20, several times the last street had a bus followed by a semi instantly ending my game. The concept is good but the RNG of the vehicles spawning and the amount of time between them wasn't tested enough on higher levels making the game more reliable on luck rather than puzzle solving ability.
