The game seems to have an issue with having 1-3 people in a category be untouched. Like for some reason when a state is 99.9% immune, it takes like 3 or 4 days for the last person to get vaccinated or get infected, massively prolonging some things

masks are great and all, but I find it slightly hard to believe that when everyone but the 1infected person is immune that handing out masks suddenly cures that person. they're not *that* good.

Turns out living through a much deadlier pandemic than swine flu helps with this game. I've been treating it like the federal government should have, mandating masks as much as I can afford to and curfews when I can. Smooth sailing

Once you get over half panic, it seems like a snowball effect, everyone starts rioting and looting which causes more fear which then causes even more looting and rioting until you lose.

Well I was doing good on hard standard government until suddenly all this rioting starting in states that were uninfected.

It was pretty much a drag trying to figure out which states to vaccinate once most infected states had died off due to isolation. With 65% vaccinated, I ended up winning because of eradication instead. Well...chucks.

If you want a lazy win on the hard modes...
Don't even bother with borders, airports etc.
1. Rapidly hand out masks as fast as you can (initially) and stack money until vaccine is researched.
2. Hand out vaccine to all infected zones.
3. Go completely broke from handing out a wild amount of vaccines.
4. Stop handing out vaccines to everyone.
5. Stack about 50k
6. Hand out vaccines again to a few states at a time I liked to pick the highest population of "healthy" ones and keep handing out vaccines until I was in the mid to low 300,000's.
Occasionally you might need to throw out some masks to lower panic
you should win around 25-35 this way.

so I'm immunizing thousands of people per day with the hospital but they still cost 1000$ per day....I should just charge people 1$ to get the vaccine and I'd be GAINING 5000$ per day

I wish you could research some sort of medicine for the disease after the vaccine to increase the amount of sick people becoming healthy, cuase I like going for an elimination victory, but it's really annoying when I'm just having to wait for a few thousand people to recover/die for me to win, then lose because of time.

When the vaccine research is done, disburse vaccines in the place that has the most healthy population(press the court button top left to check the states'populations). Also be sure to provide military support to the hospitals in California, Texas, and Ohio to make the hospitals vaccinate more people because these are the most populous states with hospitals in them, and you can vaccinate just as many with a fraction of the cost if you provide support instead of disbursing them. To get past Expert, here is the strat.
Getting the 85% immunization condition is almost impossible, because the Western states will get wrecked. Instead, build a "wall" of immunized states along the Western coast, before they get through the Southwest. Of course, remember to immunize vulnerable states around NJ and Florida as well. You should be able to contain the infection to the East Coast with good use of masks in an open government.
