Win any difficulty: First, close all access (seaports, airports, Mexican and Canadian borders), and keep them closed. Before the vaccine is discovered, distribute masks to infected states and spin the media if panic is too high. After the vaccine is discovered, spend exclusively on vaccine distribution. Use the population panel (monument icon, upper-left) to find the states with the largest healthy populations; distribute to these states. Run the operation for a day or two, then cancel. Bounce state to state, always immunizing largest healthy population.
Pro-tip 1: when nearly everyone in the hospital's state is immunized (this could be 500k, 100k, 0, depending on the size of the healthy populations elsewhere), close the hospital to save money
Pro-tip 2: launch vaccination campaigns between 1 and 3 according to the in-game clock and cancel them between 10 and 12 to maximize the number of people immunized per dollar spent

Nuking cities doesn't seem very useful at all. The only times I've done it is on healthy cities because it sounded evil and fun and I'd get a badge because rewarding people for killing millions makes sense. The newspapers didn't seem to notice how the city (or even the state) wasn't infected to begin with.
It might be interesting if you received donations if you have done several good things previously. These donations would be more common if there was a lot of panic.

I think there is a problem with chance of introducing more infected into the country decimal. I've seen it go from a 0.9% chance to a 0.10% chance. This could be that it jumped way down, but I think you are treating the decimal in the wrong way. (I think I've also seen 0.1% chance which just increases my suspicions of this)

ok, some time has passed and i have 89% innoculation. i blew up some cities just for fun and have over $200,000 to play with. i cannot think of anything else to do, so i give up. i hope someone will comment on this if there is a solution i missed. thanks!

how do we win? i innoculated everyone in the country an hour ago. not one person left is infected or healthy, only innoculated. i thought maybe b/c my international ports were closed, so i opened them. then deported any sick people. then some people got sick again *(even though everyone is immunized!) and i reimmunized those people and i still haven't won. what am i missing?

No infected, everyone immune, but 29% have died. Unwinnable or bug? I have my 70% of population completely immune. Is there any way to win, as it won't let me. I had 65% at hour one and by hour two and half I worked the kinks out. Is this a bug? I am really not enjoying winning and then slowly losing to panic over doing nothing.

I feel that I've won the game about half an hour in on hard mode. I know I've won. Then two hours have passed with the last hour of it having sporadic 1 person infections nearly causing the panic to dissolve the country, and only two states not vaccinated.
Enjoyable as a reverse pandemic at the start, but unlike pandemic, is too boring and too long.

Simple but nice game. PS: game developers, please STOP to force us to redo campaign 99 times before accessing the hardest level. At least I hope your girlfriends do the same with you.
