To get past Expert, here is the strat.
Getting the 85% immunization condition is almost impossible, because the Western states will get wrecked. Instead, build a "wall" of immunized states along the Western coast, before they get through the Southwest. Of course, remember to immunize vulnerable states around NJ and Florida as well. You should be able to contain the infection to the East Coast with good use of masks in an open government.

To sum up this game... 1. Stop all airports/ship ports. 2. Buy time for Vaccination, keeping high populated areas low in infection. 3. Vaccinate everything that has high population, starting with infested areas first. (If an infested area has a population less then 1million, ignore it.) Keep in mind that areas with hospitals DO NOT need to be vaccinated, the hospitals will do it automatically. [The Goal of the game is to win by vaccination %]

Winning strategy(enough for Surgeon General badge):
-distribute masks as priority 1, spend rest of the money for curfews
=>keeps the infections low
-when the vaccine comes use just vaccine, infected states first, then the ones next to them
Nothing else needs to be done. Panic is kept low by spamming mask and vaccine operations.
Those few in every state drag the game unnecessarily long. The winning condition by vaccination would make sense if most of my states actually did get infected.

Easy even on the hardest level. Simply buy masks in all infected states and keep going until you're about 1 day from vaccine. Then save the money, and when the vaccine hits you should have 100k+. Then just vaccinate everything; obviously start with already infected states and limit the spread as much as possible. After a while you'll have 85%+ done. Simples.

First try :D First thing I did was ban all foreign travel in airports and seaports. Then I worked on the vaccine, once that was done started vaccinating the states with the highest healthy populations. I didn't start vaccination operations in the ones with hospitals because those ones are automatically vaccinated. Once a state was fully vaccinated I re-oppened foreign travel for the extra income.

Why can't there be Alaska and Hawaii? I mean, you can't have Madagascar never get infected in Pandemic 2 and not have Hawaii as a haven in this one!

When you're trying to eradicate the flu completely from a region, close the airports and ports completely there until it's gone (normally you'll want foreign travel enabled)- curfews can help keep the population at 100% immunised vs 99.9%.

If you research the vaccine asap, by day 30 you can probably close all of the hospitals, since it's likely those regions will be 100% vaccinated by then (on normal difficulty).

i thought this game is easier than pandemic (that Madagascar..). just open all hospitals and distribute masks to the infected cities until you finished the vaccine (no need to quarantine or closing off border, that took too much money). after that, focus on distributing the vaccine on the high population cities. prioritize the 10m+ population cities first, then 5m+ population and then 1m+ population (the last one only needed if you are playing extreme mode)). distribute it to a few cities until you find around 500k healthy ppl left in that city, then cancel it and go to other cities. you'll win in no time.

I personally find it both confusing and annoying that the cities that aren't infected, often on the other side of the states, start to riot and loot.

OMG. for me whenever I play Florida's infected... and florida always spreads swine flu to Georgia :(. and I'm trying to save Georgia and nuke the heck out of florida.

I was down to under 500 infected in the entire country, no non-inoculated in their state or any of the neighbours, then suddenly "defeat by time". I really hate that mechanic.
