@riffraff1985, @TakashiKurorai: did the achievement (exactly the same) register in-game? If so it's probably problem with communication with Kong, report it. If not, well, maybe this will help (also @jeannoctis) - I wasn't sure what to do and googled some. It worked for me, both in-game and badge on Kong:

The Dead on Time Badge was possibly the hardest badge I've ever earned. The trick to doing it is to hold that space bar and hope you get lucky enough to succeed. Great game though 10/10

In "Dead on Time", why does it only give you 2 seconds of time when you kill a zombie, but it takes away 10 seconds of time when you kill a civilian? How is that fair?

I dont get it. The mechanic (Main character - You) has a pistol, car upgrades, steroids, something that makes him see further. But he is all alone in his garage and he cant just take/upgrade his car and makes a game out of a zombie apocalypse. How? He needs points that he gets by driving, loses them by flattering civilians. BUT HE JUST CANT TAKE THE STUFF FOR FREE FROM HIS GARAGE...

For those who didnt realize (like me) there is a indicator at the top of the screen showing when soldiers will appear and where on the road. If to difficult to see then zoom in with "Ctrl +". Symbols as follows: Red - Feeding Zombies. Green - Soldier. Yellow - lanes on the steet. White - your car. + so people can see

Did you know that those lines of spikes are not stationary? If you drive slowly (something the game clearly never expects you to actually do), you can see a mysterious force fling them directly in front of you when you come closely enough. It looks hilariously silly, and basically cements the feeling throughout the entire game that everything really just has it in for you; zombies, the army, the civilians, everyone has joined forces, constructing precisely-laid road blocks of abandoned vehicles to impede your progress and valiantly sacrificing themselves if it means slowing you down even in the slightest. It's like this guy pissed off some otherworldly entity and is running from and directly through the consequences.

Love the game. As far as mechanics and entertainment value go, this is an easy 5/5. However, the maniacally suicidal and oddly zombieesque "civilians" completely and entirely ruin any immersion. I tried to avoid them. I really did. After the 50th one or ran directly into my car with that look of pure insanity on their face, I just...gave up. They really, *really* want to die and possibly slow you down while they're at it, and there's not much you can do about it.

Some People are complaining that the Rifles take a few Tens of Bullets to break the windshield, while it only takes 6 Soldier Pistol Bullets or 2 Bullets from the Character's Pistol.
I believe that's because the Pistols (12,7 milimetres for Character; 9 milimetres for Soldiers) have Higher Calibers than the Assault Rifles (5,56 milimetres).
