The tutorial is first thing you see when you open the game. If you close it you can always open it up by clicking the girl icon in top-left dropdown menu. If you don't see the menu, press little arrow in top-left game corner.

building anything is way too slow to get started on this game. The first two quests take 6 minutes to build alone, and in those 6 minutes you're staring at the screen blankly waiting. Not a good starter.
