to get past the tower press what it says on side and follow the order 2 on first then you have to do the third one and thats 3 then the second row last that is 1

i'm stuck. i've done the m-a-c-h-i-n-e puzzle but i dont know what to do now. the portwheel won't turn and i can't get to the level to let me back up to the surface. Help??
