Its definatly a hazard for anyone who has epilepsy or any other condition like that.
You should check out the epilepsy flash rate and adjust accordingly tho it might slow them down alot or it will mean each flash session has to be timed to less than 13 seconds and have a non flashing page inbetween with a click this when ready button.
Otherwise a clever idea.

Flag this comment as inappropriateYou have a seizure warning in your title screen, but that’s not really usefull when you have this blinking thing already at the bottom. Please put a epilepsy warning before you start with the blinking.
