Yay, I beat level 28! Its 1 AM! SPOILER/WALKTHROUGH:
You have to attach the white ball to the wooden platform at a point roughly between the hinge and the spot where the black ball will hit the platform. The white balls should balance the platform enough for the black balls to hit the middle fish, then the platforms should flip around to hit the other two fish. + if this helps! :)

Dont you think that this fish would have learned it's lesson, i mean, this fish gets out of the water and then gets beaten up by his environment. i think this fish never went to school or something

You would think after being out of water among boxes, crates, and large metal/wood bars that you would just stay in the water. But no.... He had to keep getting out in very odd places like in metal boxes where you wouldn't even know how to get into. However stupid this fish may be, the game itself is very good and not just any other escape/physics/puzzle game. Definitely 5/5!

...Why are we putting him back in the water? He's obviously jumping back out because he doesn't want to live. Or is he a magical fish that can breathe in air, but is attempting for us to hit him and for it to hurt so much he dies? We shall never know.

You would of thought the fish would have learnt that air for fish is BAD.
I hoped he'd learnt but there he is, perched on a bunch of floating platforms. =0
