For a game where 80% or more of the gameplay depends on the AI, you would expect the AI to be MUCH better (and not dying HALF of the time because of getting stuck).

Needs hotkeys for abilities and bombs. A way to destroy penguins who are stuck wouldn't go amiss either, it's painful to watch my robo penguin get slowly shot to death because of its inability to stop hitting its head against the wall.

Oh and if you refuse to allow the penguins to NOT run around, at least have them target the nearest turtle. Nothing worse than having a penguin who ignores the 3 turtles he is standing on top of because he wants the one on the other side of an "impossible" obstacle.

Definitely need an upgrade to collecting money. Preferably a radius so it doesn't have to go to the EXACT tip of your mouse.

Either let us sell upgrades, or make subsequent upgrades cost less.
And seriously? They are too stupid to navigate around a rock and will run back and forth between enemies that fade, rather than waiting, or not targetting it?

As mentioned in top comments, the lack of a coin collecting perk/upgrade is a bit frustrating but getting stuck on the walls is just simply annoying and quite the design flaw. Don't get me wrong though it's a nice game, just it could do with some simple improvements so it isn't down to luck if you pass a level first time or have to repeat it a dozen times over.

Case in point... finished a level within about 10 seconds, pretty much all eggs left on screen without a chance to collect them.

Needs to either have a collecting upgrade, eggs left on screen need to stop level end, or any eggs left on screen get auto-collected. I hate seeing a big stash appear at the last second and I have no way to get it before the level finishes

It has a slight balance issue: You can buy a fully upgraded "Extra Penguin" for less than it costs to upgrade the other penguins...

Good game! 4/5 though because it needs a money collection system. It's a challenge within itself trying to get the money!

Keybinds (for using bomb/speed/hp/penguin) and Money collection upgrades (to make it easier to pick the money up, not increase the actual value of money you currently have dropping) and I feel like the game would be fantastic, as is though it is still a fun game. 4/5 :)

One Turtle, one Penguin, a quarter bar of health, and a tree in the way. Yep. That is a silly design flaw to have in a game made in 2011. That is allowed when the player has some interaction, but not in a game like this.
