Shotgun is probably the best weapon overall. High damage, low spread. Happy Birthday is way too risky at higher levels, it is completely unusable at higher levels.
Problem with this is that the waves escalate too quickly. You are killing a couple at a time for a while, then, all of the sudden, a dozen are on the screen, then 2 dozen, then you can't teleport anywhere, all in a matter of seconds.
For every 10 killed add an additional minimum number of monsters on the screen. If a monster hasn't been killed in 10 seconds, add another monster onto the screen on top of the minimum number of monsters. If the number of monsters on the screen is below the minimum, spawn a monster every second.
