It is good except for the penalties system. Maybe if instead of a win the lottery it was a skill challenge against the ai or something else to determine who wins the tie. Or instead if there is a tie in value both players get the card they played and then remove the penalties from happening when it is two players from the same country.

Interesting concept, I think the penalties system is flawed though, especially considering you win all the cards drawn, which skews the balance. Also a turn counter would be nice

Really nice games, maybe you can do a version 2 with update ratings and new players. It is a really fun game, only thing i don't like is penalties, your starting card you go to the tally as well so if i play a 85 and they only play a 70 i am more likely to win.

if you wanted to make the game less random why not play a "heads football match instead of penalties? I think it would also add some fun in the game... Of course if yours is weaker he'll be less performing to make it a bit more difficult. Cause it's raging when you see 4 90+ players going to the other side because of penalties ^^
