I believe that there has never been a solvable Sudoku with fewer than 16 givens. Thus, since this only allows 15 at most, you will NEVER get a solvable puzzle. ("solvable" meaning no guesses required)

Sudoku is a game of pure logic where the (normally elegant) solution can be derived without guess work.
Soluku is none of the above. Wiki Sudoku for tips on creating puzzles.
