The cannon turned & fired once on the first level and now it doesn't.

Are we supposed to start with three stars on all the levels? because I had them all when the game started and got new time records when I only got two or one stars. Also some of the levels feel a bit untested. Like level 9 at the end the half loop thing would often start spinning before I got on it when I was still near the checkpoint.
