Sorry. It is still Alpha. But there is an instruction 1) There is a revolutionary movement consisting of interconnected people who wants to overthrow your government. 2) Each member has some friends. The more friends person has the more popular he is. 3) When you send some person to jail his friend become connected to each other and form new relations each one to each one. 4) When you send a person with X friend into the jail, you disrepute grows up to X point and never goes back. 5) Your goal is get rid of all revolutionaries keeping you disrepute level a low as possible to stay good in the eye of public.
