Why isn´t lvl 3 solved after using the double turn on the upper arrow, making all arrows face left?

It doesn't seem to work for me. I'm on level 1 and drag the green rotation icon onto the arrow that does not point the same direction as the others, but nothing happens, the icon just flies back to its starting position.
