To be fair though--it wouldn't work without a lower barrier, and it doesn't actually do anything (outside of leveraged options etc)because it's all outstanding shares

Basically, bottom threshold is commissions and barriers (regulations). Upper threshold is dealing with that much volume --you either blow up the value/can't fill the orders--create enormous bid/ask disparity or you have to do too many trades with too many stocks to make it relevant
