Eleven is possible, though it took me far longer than it should have. Leave the green angle piece where it is -- if there's a way to dislodge it, it isn't worth it.

Norma: blocks of the same color stick together. the goal is to combine all the blocks of each color to stick together without dropping an entire block into the water or jumping in yourself. you can push any amount of blocks and blocks can push other (color) blocks if you push them into it.(for later levels: if you push a block that cant move you try to climb up on it, max height 1 difference from your position)
I think this elegant puzzle game is currently highly underrated(below 3 atm, it should be a 4* game imo.
