I thought the game I was looking for was called “Down Down”, but nothing turned up, so that may have been one of the levels. It was a sidescrolling racing game where you controlled one of a bunch of silly characters ranging from Charlie Chaplin clones on a huge bike to a secret agent in a minicar. As you did levels, you got medals, which unlocked new characters. A few of them had special levels like “Outrun the piano”. Doing stunts and flips on levels would get you speed bonuses that wore off after a while, unless you did even more stunts fast enough, in which case the bonus increased.

You will need approximately 12 times as much, less 11k (not accounting for rounding errors) to get all 80.

In other words: 25 billion experience.

Unless there’s something I’m missing about the XP skill, though, it can be safely ignored, so you only need 418,666,748 XP (about one-fifth as much) to get all the others.

The XP skill really does seem to be a waste. Gain 5% more XP, but the next skill point takes 20% more XP to get… you’re much better off putting the skill point somewhere else. Anywhere else. Fast Learner should be either removed or else increased dramatically.
