Best upgrade is Aug because you get the Masterkey with it. Any LMG is good because of the large clip and ammo.

You could set up coyote traps than during the day kill the ones that were trapped. And if that doesn’t work just start shooting the coyotes and sooner or later they will stop showing up.

It is a glitch that happens if you have him as a companion when you enter the Lucky 38. It makes him useless and you can’t use the gun because its ammo is not available. Your best choice would be to load an earlier save file or find a better companion.
