There were recruitment issues ever since stamina was introduced.

There are plenty of graphs and numbers made by me and inorix somewhere deep in this forum, showing the vast number of empty factions.

onl about 1% of factions have almost full members, and 10% have more then 2 players. Obviosly this is getting worse as more and more factions get higher level.

at this point you can probably reach level 10 in one man faction, since you will be fighting abandoned factions all the way
