Why sometimes I see people with barret and they haven’t got the 10 accuracy points? (without artifacts) Are they hackers or something?

Someones says that the dragunov is better because it has more bullets and it’s true..
But the barret has more damage, but it’s expensive.. I don’t know which to buy.

Anyone who chose the barret/ drag and thinks that he musn’t have got that?
