Yes.

There are many species that are in the ocean that are very very smart, even smarter than some humans.
The issue they have is that they can’t really build anything or do anything that significant, so if you think of that as an “advanced civilization” then it is possible, but it’s not happening anywhere near the surface of the ocean at least.
Oceanic beings just don’t have essential things that they need to do such things, however if they learn to use their ____ to grab things and work with them, or go on land, then they will most certainly become that “advanced civilization”.

However if you don’t define a advanced civilization as such, yes, there are many species that are as so, be them in the ocean, be them insects, or them being birds.
