Those are the 4 I came up with as well.
The horse’s food is 25 feet away from him. This means the horse would actually have to be 25 feet to reach it without moving.
If the rope was tied to something and the initial position of the horse’s head was the same as that thing’s position, and if the horse was 10 feet long, then it would be able to move 15 feet towards the food before its back leg would be caught by the rope. At this point, the horse would be close enough to extend its head 10 more feet towards the food, bringing it just close enough to reach it.
