In popular culture, yes. In the Buddhist origins, it means things done in past lives will come back to get you in this life.

you were using it in the context of “an eye for an eye” “what goes around comes around” or “treat thy neighbor as you would like to be treated”

whereas karma is seen as in inevitable destiny. karma would have nothing to do with you responding to her, if she had bad karma, bad things will happen to her in this lifetime or the next (as buddhists believe in reincarnation)
