Its not; its based on how long you don’t move your cursor for in that tab if you do indeed have another tab open at the same time.

I have Winpcap installed I restarted and my down and up is still stuck at 0KB. When I pulse it at 1000 keys you will see.
EDIT: Pulsing seems to be down at the moment. Going to not pulse until the website is back up.
