If you wanted to say eight divided by two TIMES 1+3 you would put it as

(1+3)(8/2)

Your math is flawed. You distribute the 2 even though you can’t at that point. You’re ignoring the order of operations by multiplying it into the term within the parentheses before dividing it into 8. You must go left to right when dealing with both division and multiplication.

Law of distribution

You MUST distribute before anything. You distribute and THEN follow the order of operations.
