A lethal injection is expensive and complicated.
A firing squad is too. The bullets can’t easily be used again.
A guillotine is comparably easy to operate, effective, reliable (no one wants to see a failed decapitation that requires multiple chops… Well, alright. Actually most people would probably want to see that. But it’s not humane…) and cheap. The perfect tool for getting rid of someone. And it makes for a good show too.

You still have to set that up and probably clean it. Why bother when you can just throw them off a cliff?
