It means it is being judged, soon to suffer the awesome wrath of the very fires of hell! This is totally deserved cause seriously... those teeth... Pikachu... the fu?? (Actually it just means the game has not yet reached a minimum amount of votes for the rating average to be displayed yet. Pretty much in place so just a few people can't totally skew the rating and unfairly make a game look awesome or like crap to suck people in/keep them away. And yeah, without that that has happened unfortunately.)
