there is a five lvl difference between places (5-10, 15-40, 45-65, 70-90 and so on) so dont get frustrated when you dont get a new place at lvl 11

For those frustrated with only level 30+ enemies in the 5-10 area, to level you should just keep resting to fight things like rabid dogs which go from around -10 to 5 and people with crowbars around level 20.
