From an absolute point of view, 50% of population is dumber than an average specimen, while another 50% of the population is smarter than it. This, speaking in common terms, means, that 50% of people are smart, while 50% of people are morons. While this may be the case of an averaged observer, any observer having a higher standpoint will easily see that the 50/50 split point moves higher in proportion to deviation of the observer from the middle of the distribution. Being statistically smarter than 75% of population means that the subjective perception of the intelligence will shift to 25% smart/75% moron point. But, because the so-called high intelligence begins approximately at upper 2% (depending on psychometric standpoint) of the distribution, and the intelligence should be, logically, analyzed by people of at least high intelligence, we can assume the viewpoint of these so-called high intelligence people as a reasonably objective one. So even when placing a 100% margin on the exact point of ‘high intelligence’, as you can see on the Gaussian distribution curve http://en.wikipedia.org/wiki/File:IQ_curve.svg with a standard deviation of 15, about 95% of the population can be easily called morons, with the lower half of them (~50%) being total morons.
