Finally got it. Just need some luck on level 10. Can't get to many interior cities. I needed the coastal features for reference.

Difficulty is ***** (loved) up : P. I got Stokholm in level 4, and some cities (towns? : D ) In China and Africa in level 1 - wtf : P

Great, original game. I guess the best way to win it is to get lucky - its always good when you get places like Cape Town or Mauritius, cos you can't really miss. African countries is where I get really confused!
