If the first vaccine doesn't work but also doesn't grant your disease immunity, the second vaccine is never deployed. Wondering if this bug is persistant or just me.

How in the world do you infect Madagascar? I've gotten the entire planet except for there in about 7 days average, but I NEVER get that little island.
