I found a trick to it. Any disease will work as long as it manage to spread to all the regions in a reasonable amount of time (30-40 days max). Once that part is complete, pump drug resistance to IV and buy all the lethal traits that has low visibility. Even with full lethality and infectivity, you can't can't kill them off quick enough if the visibility is too high.
