HalonstOOf is not exactly right. you can start in russia and do it just fine. buy 4 drug resistances and buy all of teir 1,2, and half of 3. max out what you can and you will get at least 2 acheivments.

I think the whole Madagascar thing kills this game. You have no idea if a strategy is optimal or not because even with an optimal one its like a 20% chance you infect the damn thing anyway. Bleh.
