i killed every country except for madagascar, and the thing you said about the boat i think its wrong, because the boat from madagascar was just sailing around the ocean and didnt dock anywhere, so check up on that

The most important point that no-one has mentioned is this:
EVEN AFTER MADAGASCAR CLOSES IT'S PORTS, BOATS THAT HAVE ALEADY LEFT A PORT CAN STILL DOCK THERE. WAIT A LITTLE WHILE AND YOU MIGHT GET LUCKY!

I did not take hemorrhaging but instead went for water resistance 2 and waterborne, since everything was flooding.
