WTF! It said that only Peru was clean, then when Peru got infected, I made the Disease lethal, then it switched Madagascar to clean. Bullshit.

All you have to do is wait to get enough points,advance to tier I,II,III,IV but dont buy their diseases, then buy rodent insect water and air-borne , buy some defences,
and finally, when all the people are infcted, buy the diseases and kill them!
