Arghhh!! I do what Nauto98001 suggests above and it works great except i al;ways have 1 country that remains unaffected. this is in relaxed mode.
do i just keep trying or do i need to do something else?

This is a 100% working plan to win Pandemic 2 every time without cheating. You can even get Madagascar with this method.
1.Choose "Realistic". It's not known if it works in relaxed mode.
2.Choose "Parasite". Name it whatever you want
3.Go to "Disease". Sell whatever starting symptom you get.
4.Gradually increase your resistances. Everything should be infected within 10 minutes or
so.
5.Do NOT add any transmissions or symptoms until all places have been infected.
6.Make sure you max out "Drug Resistance". By the time everything gets infected, they will start working on a vaccine. Keep this comment alive!!!

i just found an amazing way to be able to beat madagascar follow nauto98001's advice all the way up to the part when he says "if madagascar close their borders or aren't infrcted within 30days then restart" ignore this because i was about to do this but i saw a ship icon madagascar had closed their borders but the ship went in and straight after it dissapered it said disaese spotted in madagascar so just hope a ship goes their before they close their shipyards not their borders + to keep this comment alive

How come I don't get the hard badge if I kill off entire humanity in realistic mode? I guess I have to play once in relaxed mode just to get the badge.

I killed off everyone in Greenland, but 2 ships still came out of it. Then they proceeded with their important business-circling the Atlantic Ocean, and they kept doing that until everyone was dead. I'm going to go with zombies, but they could be the rodents that I decided not to infect.

1.) Pick Virus. 2) Start in Canada, New Zealand, Cuba, Greenland, West Europe, or Madagascar. If you do not get there restart. 3) Sell the starting symptoms, and buy sneezing (unless it is what you started with, just keep it). 4) Buy 1-1-1-0 resistances but no transmissions (they trigger closures). 5) Once four countries are infected, sell sneezing to get rid of visibility. 6) Wait until all countries are infected. If Madagascar closes its shipyards/borders or is not infected in 30 days, restart. 7) Buy all four drug resistances AND sneezing, coughing, and vomiting. 8) After a few days, unlock tiers 2-3, (do not buy tier 4 ever!) keeping whatever symptoms it gives you. 9) Buy fever, fatigue, diarrhea, pulmonary edema, and hypersensitivity. Then save for kidney failure and ataxia. 10) keep this comment alive Thanks for the comment! I got 13th of all time by using this method.

The reasons this game is so damn annoying!!! 1. Madagascar. 2. Little ships in the ocean when all the harbors are closed. 3. Closed borders, airports, harbors, etc. 4. Paranoid presidents. 5. Not infecting a country when a plane or boat enters it. Anymore ideas?
