For a next version maybe do the follwoing?
- Let us pick our starting location.
- Show us arrows indicating which country infected their neighbors
- It makes sense that vaccine development might start before a germ causes many symptoms, but only if infection levels are REALLY high.
- Borders should close a LOT slower and facility closures should make sense given the resources in that region.

I give the game a 1. It is too random. I started a game with Madagascar as my infected country and watched the entire population get infected and not 1 boat left. I watch games where not one boat will arrive. Even countries like Canada with 2 airports will at some point send no planes out. Too random, all based on luck.
