Don't know what the real point of that guide is. The starting area honestly has little impact unless its Madagascar or Peru (You won't spread your virus at all from those..) I had the most luck with Japan.
Your main concern is spreading to Japan, New Zealand, Cuba, Greenland, Australia, and Madagascar in a timely manner. If you do then you'll infect all the other countries long before they isolate themselves.
