I haven't really implemented rewards for winning one. It's kind of the assumption that the US will generally win, which means you should go to war mostly for the purpose of changing the government of the target country to one more friendly to us. It'll also generally improve their nation stats and relations with us such that trade will occur (which indirectly improves the nation).

if a war we started is won, the person who introduced the bill should recieve a relevant relic. also anyone who votes against this war should recieve a discount on cigars.

because even though they are in favor of the bill i don't think they'd like people taking bribes all around and ruining the reputation of the party as a whole
I think I designed it with the rationale that most aligned bills only loosely apply to your party, so your constituents might care if you're getting paid for it... whereas they wouldn't necessarily care otherwise. If you're getting paid for an in-party bill they of course don't care since your motives don't seem at all spurious.

my liberal constituents object to me accepting a campaign contribution for decrerase protecting restrictions, but in the introduce bills page it is there. Why do I lose CS for this
If I recall, I purposefully made it so you'll lose CSP for contributions from non-party bills. It may be somewhat less restrictive than that, but I can't remember. I'll check into it to make sure.

The president makes me want to stab him, with being all like, "That's a nice bill you just passed, be a shame, if I veto it Mwahaha" then some person comes around and kills the rest of the bill. i think i should just stop doing bills that take sorta long for me to pass
I did just realize it might be a good idea to put people in the hospital after an assassination attempt and make it so you have to leave manually (even after waking from a coma).

so does that mean they only give slightly more clout than it costs to introduce them if they have minimal or no opposition?
If you're referring to the change I made, even without it you'd be far from guaranteed a relic. Most of the time even a relatively high chance at one is around 20-40%, and that's assuming you have no relics currently. But realistically, you should blame the people who have been gaming the system so long that I had to make the change.

Additionally, if one could click a crony or associate's name from the "Personal Offers" page, it would be very helpful...
That is accurate, there is nothing wrong, and it's actually something I had to specifically code, not a value error. http://en.wikipedia.org/wiki/Limit_(calculus)
The game is mostly exempt from copyright on that topic due to a couple things: first and foremost, the game is satire. That alone is a valid defense against copyright claims. Second: copyright rarely applies to something like a fictional name. It DOES apply to something like a character which LOOKS like superman, though. That's why City of Heroes had issues and had to restrict people from creating likenesses of popular superheros (also consider that City of Heroes is not satire -- you're playing a superhero in as realistic of a way as possible). Finally, since they're now player submissions it gets a lot more difficult to claim I'm trying to do it to make money off of their success.

would it be possible to make it so when we mouse over a time it says how long ago or how long till it happened/happens?

Actually, to add on to balony's comment can you make it possible to slowly change traits. Maybe add a maximum of 1 every month (and take 1 away to to keep it balanced). Because people change over time. I would like to change a few of my traits.
Most traits in the game represent something permanent/something about your character's past. They aren't something that's just going to change over time.

seeing as almost half of the supreme court justices are liberal(and harvey dent is 1/2 of the time) scotus should be blue rather than grey...

WINNERS DO DRUGS IN CLOUT! Lol
Oh i have a idea to: Sorry For Space :)
There should be a trait at the beginning of the game for how easy or hard can you become addicted to drugs
I dunno. Drugs have enough drawbacks that their non-use confers some significant advantages. As for the trait, adding traits at this point would be a bad idea for a variety of reasons.
3 days? Or maybe I changed it to 5. Can't remember. I'll add it to the help when I finish some things and do that (within a couple days. RL has been retarded lately).
This would make money too good. Nobody is supposed to be perpetually invincible. The only way I would add an option for this is if it were somehow scandalous as well.

I play this game mostly on my tablet and I can't "mouse over" text... The only important "mouse over" for me is the clout bar, though... Is there another way to view your current lifetime clout over how much needed for the next tier?

i leave the cloutiverse for two days and foreign relations is completed, some "scotus" guy starts messin with the binaries and the president, vice president and secretary of state is killed!
