Ok I have a AMAZING IDEA A New ability!: Refer to history, basically this compares this bill to a successful/unsuccessful event in history examples: Against: There are many examples in history where decisions like this has utterly failed or backfired collapsing many societies. or: Supporting this bill is like us being Napoleon going into Russia in Winter THAT WAS A GREAT IDEA! For a Bill: Their are many examples in history were decisions like these have lead societies to success and great prosperity. Or: This bill is as good as The creation of Democracy in Athens a decision that benefited and shaped in many western societies like America
Problem is, you could make a case for just about anything with a reference to history. This wouldn't be something that could easily be made strong/weak in a way that was useful/made sense.

So, we need to have districts. We need a specific area of a state to represent. Occasionally, there should be random events (kinda like the random hatemail/grandma letters) that notify us of events and legislation important to our district, and how our district would like us to vote. If we fail to act in the way they wish, we lose a lot of CSP, and it impacts our district negatively.
Nope. You can always gain clout by acting on the bills of others and being on the winning side. Public speaking appearances and some other stuff can also gain nominal amounts of clout.

Q, I'm going to go away for summer to a place without internet after tommorrow and won't play for a few months. Can you lock my character so I can't be assassinated? And, if possible can I not lose my relic?
Unfortunately I cannot make exceptions for the relic thing as the intent is to re-release relics to the public... but token activity such as playing on a bill a couple times/month will stop it from triggering. So you can probably do that to keep your relic. As for a lock mode where you're safe for a while... I'm not sure how I would balance that exactly.
If you just want a party/name change, I can do that by itself. If you really want a whole new character, I can do that, too. Just PM me with your in-game name and I'll get to it in a while after receiving the message.

To help with clutter, you could always have bills removed once a congress person become unelected/is assassinated. I know that isn't how it really works, but I still see some bills from people who have made 2-3 new characters already still out there in limbo. Or have bills decay faster if there is not action on them.
The problem is that as you said: that's not how it works. Presently I think a lot of the clutter happens because of a bug in bill decay I'll be looking at soon.

so someone proves that you smoke cigars, your constituents are outraged and all plot to vote you out of office. the next day someone makes media slander claiming you smoked a cigar, yet your constituents are still fuming over the real scandal, that they dont read the newspaper. the next day however the newspaper reports that the second scandal was fraud, but since they hadn't read the previous newspaper they didnt realise that there had been a second cigar scandal released, and therefore believe that the first one that they actually did read was the slander. and they all lived happily ever after the end.
