Under rating threshold (show) the best strategy is to surrender at the last second, you will get all the points from your kills in battle and the enemy won't get any stronger. From this strategy it will take a long time, but you can make super soldiers and when decide to defeat the enemy you won't get stuck on someone you can't beat.
