Why didn't you look it up, Vingtillion? You can have the crown hat, and cowboy hat without being a moderator or admin. I have the crown, and I'm not a moderator, so how did I get that?

Clab, crowns are for moderators and the cowboy hat is only permanently owned by Jiggmin, but you can get it at random off of any level that isn't campaign.
I'm disappointed that you didn't look it up...
