Under rating threshold (show) You don't really "get" the Cowboy/Crown Hat. Whenever you wear a Propeller Hat in a certain level it appears on your head as long as you're not racing anyone else. Which makes it pretty hard to prove it's existence. And it's function is like an improvement on the Propeller Hat. Instead of temporarily floating you can gluide through whole levels. Which is great as long as its not a close and compact level.
